Kelly de la Torre practices in the regulatory arena focusing on regulatory challenges to energy and electrical power transmission development.  She represents clients before the Colorado Public Utilities Commission and the New Mexico Public Regulation Commission and regularly interacts with state infrastructure authorities in the rocky mountain region.  She has a strong technical background and is a member of the U.S. Patent Bar.  She uses this background to facilitate discussions and coordinate interactions with policy makers, supporting agencies and other stakeholders in the states of Colorado and New Mexico.

 

Kelly advocates on behalf of energy clients for the advancement of renewable energy and transmission development and monitors policy changes that will affect transmission and energy development throughout the region.  Kelly has assisted clients in connection with transmission issues, and regularly counsels clients on strategies in response to changing state laws and regulations affecting the energy industry as well as efforts by related government and quasi-government authorities to advance energy development.  Her practice further focuses on urging statutory and regulatory changes that will facilitate energy and transmission development in the region including drafting of statutory language and position papers that support these policy initiatives.

 

Since its inception, Kelly and Beatty & Wozniak, P.C. has been actively involved with the annual Global New Energy Summit, an event that highlights the energy spectrum in the states of New Mexico, Colorado and Wyoming.  The event brings together the key elements that facilitate energy development; specifically, science and technology, finance, industry and policy.  Coordinating the leadership across these disciplines facilitates collaboration that is necessary to address the changing energy landscape in the region and the nation. 

 

Prior to joining Beatty & Wozniak, P.C., Kelly worked with companies developing emerging technologies in the energy industry and focused in particular on the commercialization aspects of bringing the technology to market.  Kelly has represented various renewable energy companies and an electrical power cable company in the utility industry.

 

Kelly is a graduate of the Rutgers School of Law – Camden, New Jersey, and holds a B.S. in biochemistry and an M.S. in chemistry from the University of New Mexico.  She is licensed to practice law in New Mexico and Colorado.
